What actually moves the price

Height above grade, more than square footage. A deck sitting a step off the ground is carpentry. Once it rises far enough to need guards and a proper stair, it becomes a structure: deeper footings, engineered connections to the house, and an inspection regime. That transition is where the price jumps, and it explains why two decks of identical area can sit at opposite ends of the distribution above.

Footings are the invisible cost. Toronto frost depth means posts have to land well below grade, and if a machine cannot reach the back yard, those holes get dug by hand. A semi with no side access is a materially different job from a detached house with a driveway, and the quote should say so.

Material is the part homeowners fixate on and it matters least. Pressure- treated, cedar and composite differ, but on most builds the framing, footings and labour dominate. If a contractor is steering the entire conversation toward decking boards, they are steering you away from where the money actually goes.

Whether you need a permit at all

Not every deck needs one. It depends on height above grade and whether the deck is attached to the house. The thresholds are set by the city and they are worth reading yourself rather than taking a contractor’s word for, because the person telling you a permit is unnecessary is the person who benefits from that being true. This matters for the figures above too. Because low, freestanding decks often need no permit, the permits that do exist skew toward larger and higher builds. The distribution above describes permitted decks, which is the more expensive end of the market.

What the permit record does not tell us

The record provides one applicant-declared construction value, not an itemized scope or final invoice. For a deck, it does not consistently show whether drawings, surveys, fees or landscaping repairs are included. Confirm those items in a written quote rather than assuming the permit value covers the same work.

Three questions before you sign

  • How deep are the footings, and who inspects them? This is the one thing you cannot see once the deck is built and the one thing that fails expensively. Get the depth in writing.
  • Is the ledger attached to the house, and how is it flashed? A badly flashed ledger board rots the wall behind it for years before anyone notices. Ask specifically about flashing, not just about attachment.
  • Does the price include guards and stairs to code? Spindle spacing and guard height are code items, not style choices. A quote that treats them as an upgrade is not a quote for a finished deck.
